He is Editor-in-Chief of the journal Telecommunications Policy and Chair of the International Telecommunications Society. He is a member of the Advisory Boards of the journals: Communications and Strategies; the International Journal of Management and Network Economics; the Nordic and Baltic Journal of Information and Communication Technologies; the Journal of Information Policy; and Info - the Journal of Policy, Regulation and Strategy for Telecommunications, Information and Media. He is a member of the Scientific Committee of the Florence School of Regulation (Communications & Media); Research Fellow of the Institute of Management, Innovation and Technology (IMIT) and Member of the Royal Academy of Engineering Sciences. He is the author of numerous scholarly papers and presentations in in areas relating to the information society: policy, strategy, economics and management. He is an internationally recognized expert on European broadband strategic policy and next-generation mobile policy. With his doctoral students, he has also conducted studies on communications policies in Thailand. Dr. Bohlin obtained his graduate degree in Business Administration and Economics at the Stockholm School of Economics (1987) and his Ph.D. at Chalmers University of Technology (1995). Taylor, J.D., Ed.D., joined Penn State University in 1989, where he holds the James and Barbara Palmer Endowed Chair and is Professor of Telecommunications Studies and Law. He is co-Director emeritus of the Institute for Information Policy and is co-editor-in-chief of the Journal of Information Policy. Prior to coming to Penn State, he was vice president and corporate counsel for Warner Cable Communications Inc., where he was responsible for management of the Law Department as well as strategic legal and policy issues. He has directed research projects and published regularly on the impacts of investment in information technology, particularly in the Asia-Pacific region. His projects have been funded by Verizon, IBM, Google, AT&T, Microsoft, T-Mobile, the Social Science Research Council and The Ford Foundation, among others. He was a member of President Obama's Technology, Media and Telecommunications Advisory Group. He was president and chair of the Board of Governors of the Pacific Telecommunications Council (PTC), 2012-2014, and currently continues to serve as a member of the Board. He is a former member of the Board of the Telecommunications Policy Research Conference. He has co-organized a series of semi-annual Experts' Workshops (2010-present) supported by the Ford Foundation on timely issues in telecommunications policy. He is co-author "Technology Parks of the Asia Pacific: Lessons for the Regional Digital Divide” (with Dr. Meheroo Jussawalla, M.E. Sharpe, 2003) and “Beyond Broadband Access: Developing Data-Based Information Policy Strategies” (with Dr. Amit Schejter, Fordham University Press, 2013). His research has focused on the impact of investment in information technologies, especially in the Pacific hemisphere. He is a regular visitor to countries in the Asia-Pacific region, and in the last decade has visited China numerous times where he has been invited to lecture in several universities and present to governmental bodies. He holds a doctorate from Columbia University and a law degree from New York University. He is a member of the American and N.Y. State Bar Associations and the Federal Communications Bar Association.
